New four-stars outside of the Rivals250

The new Rivals250 is here, and there were 13 players who earned their coveted fourth stars this rankings cycle while not quite cracking the 250 cut this go-round. The Rivals national team breaks down the players on the move with some analysis on why their stock is on the rise.

Bush has enjoyed a whirlwind past few weeks in his recruitment and has collected more than 20 offers in a relatively short period of time. He was a recent attendee at Texas' junior day last weekend and is aiming to make a commitment at the end of summer. He's a long, rangy receiver who has the length and ball skills to win one-on-one battles on the outside. As an established track athlete, he's got the speed to stretch the field and is a legitimate vertical threat. - Rivals.com Texas analyst Nick Krueger

Carvin made a name for himself last summer on the camp circuit with his excellent play, and he backed it up with a very strong junior season. Once we saw his film, it was clear he was in need of a bump up the rankings, and he could move even higher if he continues to excel against quality competition. Alabama, Ole Miss, Kentucky and several other programs are involved in his recruitment. - Rivals.com Southeast analyst Woody Wommack

Bynum is one of the best-looking defensive ends in the West, barrel-chested and physical, who works hard in everything he does. He needs to be a little more athletic at times, but it's not a major concern because he's so dominant from a physical standpoint. Oregon and USC probably have the edge at this point, but many more offers will come soon. - Rivals.com West Coast analyst Adam Gorney

Sanborn is a fluid linebacker who plays bigger than his listed size. He is a very good athlete, makes a ton of tackles by taking the proper angle and route to the ball carrier and his closing speed is excellent. Wisconsin, Iowa and Duke are a few early leaders. - Rivals.com National Recruiting Director Mike Farrell

Reese, who holds offers from Florida, Florida State and others, has the build of a college-ready prospect. He has added muscle over the last year, but retained his dexterity, which makes him impressive in coverage for a player of his size. He is likely to see his offer list grow longer this spring. - Rivals.com Southeast analyst Rob Cassidy

Lamb has excellent size, but what stands out most about him so far this spring is his ability to move. He's incredibly fluid and he can cover really well. The big linebacker can stay in the box, read plays and then attack the ball, but he's also really comfortable in space where he uses his length and athleticism to make things difficult for the offense. Lamb's recruitment has not taken off yet, but Cal has captured his attention early on. - Gorney

Luketa has shown tremendous development over the last year. He flows to the ball very well and is a big hitter and sure tackler. The Penn State commit does a good job of filling running lanes quickly and has the speed to effectively cover in space. - Rivals.com Mid-Atlantic analyst Adam Friedman

Hughes really stands out because he's a big, physical linebacker who loves to be in the backfield during games, and so far during the 7-on-7 season, he's shown the ability to play in space and cover. If he has that physical aspect and then that level of athleticism, he could be a special prospect. UCLA, Nebraska, Oregon and others have captured his early attention. - Gorney

Winston looks like a grown man. He has phenomenal size, he's muscled up and looks like he came off an assembly line for what an SEC linebacker should look like. Not only does he have an impressive look, but he's physical with receivers at the line and then he can turn and run in coverage. Oregon is definitely one of the frontrunners but USC and many others could get involved soon. - Gorney

Oats has excellent length and a good frame to fill out. He is long enough to end up as a hybrid guy or defensive end by the time he gets to college, but he works well standing up and covering ground with his reach and anticipation. Ohio State, Notre Dame, Michigan State and others have made early impressions. - Farrell

Blaylock is a lockdown corner who can also thrive at safety and is simply a guy who doesn't let the big play happen on his side of the field. He's solid physically, terrific technically and is a trustworthy defensive back who can move around and shut down receivers. He's a coach's dream. Oregon and UCLA are high on his list early. - Gorney

Jackson is a versatile prospect who looks like he can make an impact on either side of the ball at the next level. His playmaking ability with the ball in his hands is impressive on film, as his is knack for making plays on defense. His stock is also on the rise with several major programs, including Georgia, Florida, Oregon and others. - Wommack

Riley is committed to Louisville, but a recent Florida State offer stands as a threat to the Cardinals. Riley is a dynamic athlete that can play a number of positions. He seems likely to play receiver at the next level but that could change. His speed and agility are what sets him apart. - Cassidy
